Exemption or Exclusion Legend (EEL) for Postal Exports
The new Customs & Declarations forms now going into effect via the USPS now require
all mailers to specifya Proof of Filing Citation (PFC) from the U.S. Cencus Bureau and the
Federal Trade Commission or, to cite the specific Exemption or Exclusion Legend (EEL),
for any package mailed internationally (except for shipments to APO/FPO addresses).
The USPS is already telling folks that if block #11 on the new customs form is not
filled in [correctly], they will not accept packages for mailing.
This stamp cites the acceptable regulatory citation to specify 'why' a Shippers Export Declaration (SED) is not
required or, in other words, why your package is EXEMPT from exportation limitations and that an export
license (or PFC) is not required (by you). This stamp is also sized to fit the space available for block #11 of
the new customs form - CP72 [USPS Form 2976-A, May 2009].
EXEMPTION CLAIMED: SHIPMENTS TO CANADA
With but only a couple of exceptions, nearly any item can be shipped to Canada by small businesses and
individuals without the need for a PFC or export license. Use this EEL stamp to mark Customs Form
information block #11 (all copies) to avoid any hassle from the USPS when presenting your packages that
are to be mailed to Canada.
